? Responsible for the implementation of reform of procurement activities within the Department of Social Protection and the development of the Department’s Corporate Procurement Plan. ? Amalgamation of existing procurement areas and creation of a professional Procurement Unit. ? Analysis of trends and objectives leading to the rationalisation of approaches and the formulation of a procurement strategy. ? Attending meetings of the Departments’ Governance and Finance Committees. ? Representing the Department at the Government Contracts Committee.
Various management challenges over the period including managing sections with some 100 staff with 6 direct reports on procurement. Responsibilities included administration, personnel issues, policy formulation, budget preparation and submission. Considerable in-depth experience of strategic procurement including market research, tendering, evaluation, contract negotiation, contract management and supply chain management. ? Responsible for tendering for large scale facilities contracts and negotiating implementation. ? Development of the Department’s Corporate Procurement Plan. ? Maintaining compliance with Health & Safety legislation. ? Managing the physical and electronic security systems and risk analysis for the Department. ? Membership of the Government Contract Committee and National Public Procurement Unit. ? Representing the Minister on radio and television. ? Seconded to the National Public Procurement Policy Unit of the Department of Finance. ? Research and analysis of the economic and legislative conditions to achieve best procurement outcomes. ? Concerted and detailed study together with absorption of innovative and complex approaches to procurement. ? Management of the Department’s security function, stores and stationery supplies, cleaning, printing and front of house reception services, together with implementation of health and safety requirements. ? Liaison with architects and builders in the design and fit-out of new buildings and the maintenance and refurbishment of the estate of some 120 properties. ? The previous role of BIP co-ordination was retained. ? Chief co-ordinator of the non-IT aspects of Y2K. ? Managing of all indirect procurement for the Department.--
